I have very great value in securing harmonious relations. been so fortunate as to be on the most friendly terms with the Governors of Indo-China, the Philippines and Macao, with all of whom I have exchanged visits, and I have found that the fact that we were personally known to each other has been of great use in avoiding friction and

misunderstanding.

I regret that I have not been able to find time to accept the invitation which I have from time to time received to visit Java and Formosa. I strongly recommend that my successor should do so, if possible.

If it could be arranged, I think that periodical meetings between as many as possible of the Governors of the Eastern Colonies of the various Powers at which they could discuss in an informal and friendly manner problems which are common to many of them would be of the greatest value, and I may say that General Wood expressed the same view when I was staying with him in Manila last

year.
