I regret that I have not been able to find time to accept the invitation which I have from time to time received to visit Java and Formosa. I strongly recommend that my successor should do so, if possible.
If it could be arranged, I think that periodical meetings between as many as possible of the Governors of the Eastern Colonies of the various Powers at which they could discuss in an informal and friendly manner problems which are common to many of them would be of the greatest value, and I may say that General Wood expressed the same view when I was staying with him in Manila last
year.
